The accompanying new General Order No.276A is intended to effect a tighter control of funds issued to Departments for disbursement and to expedite the final disposal of such funds.
The new order will come into force on 1st October, 1934, when the present practice of delivering departmental cheques by Treasury messenger and chit book will be discontinued. Thereafter such cheques will be collected from the Treasury by properly authorised representatives of the departments who will be required to acknowledge receipt of choques in the appropriate Treasury register.
Departments will be notified by telephone when cheques are ready for collection.
Heads of Departments are then required to ensure that moneys thus transmitted to them are disbursed to the proper payees immediately and the receipted vouchers returned to Treasury within the stipulated period of 12 days.
Somo revision of present routing will be necessary in most departments to carry cut the revised procedure,
In the event of it becoming impossible to pay off all the accounts within the time limit, any unpaid balance must be refunded to the Treasury crediting the original subheads of oxpenditure concorned.
The rule that vouchers shall be returned to the Treasury within 12 days of the date of issue must therefore be regarded as inflexible and much time and trouble will be avoided if this is firmly impressed on all concerned.
Subsequent payment of refunded moneys will necessitate fresh vouchers, reference being given to the original payment voucher and to the pay-in slip on which the refunded money is detailed.
